When Do You Build Your first Worker?

One recommendation I have read (with particular relevance for a culture 
victory) is the building sequence 
warrior-scout-monolith-worker-barracks-warrior-settler. Others say that 
building a worker very early is paramount, and the game developers seem to

think that one should build one's first settler very early. What do you 
think?
