I disapproved of the whole thing. It's true that it was worse when one was

at the receiving end of it. What was particularly annoying was if a city 
belonging to a rival civ deserted to your side, and you had no option to 
turn down its decision to join you, and because of its location you knew 
there was  no way you could get troops there in time to save it from being

captured by the enemy. And thus did Shaka learn the secret of gunwpowder -

by recapturing one of his own cities which had tried to join my 
civilization.
