It's just politics.  No question there will
be war, since it's much too late for cultural
victory by anyone.  At the moment I've got a
good tech lead that I think will last longer
if I can attack now.  OTOH, I only have four
jails built.  I think Roosevelt overexpanded,
and that's why he's behind on tech.  So, when
it starts it's likely to last the rest of the
game.
