I think you are corrent in thinking it is overspending on military.
You might try the unofficial BTS patch (Theres a link in this newsgroup
from
11/10). Many of the calculations have been reworked and its possible that
this would fix it, but who knows.
Its worth using in any case as it fixes a lot of other bugs.
