I agree. They just need to remove some of the really stupid things, such
as 
the low limit of possible units and cities, and the way most of your are 
colonists delegated to be mounted units surrounding the settlements of 
competitors in the hope of annoying them into declaring war. And perhaps a

second stage - stabilizing your country after independece, for example, 
through the task of resolving a problem like slavery or the oppression of 
Indian villages. (I also think it  should be possible to assimilate Indian

villages - that happended in Latin America until the middle of the 18th 
century.)
