Feature, I think. At the time of caravels, no one really had control of 
their "territorial waters"; in fact, I don't think the concept existed.
The 
fact that galleys and triremes can't enter the water of another civ
without 
a right of passage can be explained by the fact that they had to hug the 
coast, that is to say, stay near land if possible. That means that if they

weren't welcome then they could easily be seen as encroaching whereas a 
caravel could just be a sail against the horizon.
