Oh, yes, it's a bug all right. An AI civ may have dye and demand dye from 
you all the same (without selling the extra dye to some other civ); it may

demand six different resources for one of their, long before there are 
cor****ations (and some of the resources may be stuff they already have); 
they may even refuse a trade of iron for one of their luxury resources
when 
they verifiably have no iron and need to build iron units. And so on. 
Apparently, the bug was inadvertently introduced when they fixed the 
previous bugs where vassals refsued to trade resources with their masters.
