It says it is compatible wih Vanilla V1.74, so try running the patch...

The reason is so each user will have their own set of savegames.
I tend to agree though. I like to keep my c drive free from clutter.
Maybe an option to specify it in civ4.ini (although that's also stored in
my
games on c drive lol)
