Civ 4 vanilla - problem seeing custom map

I've got a problem seeing a custom map I downloaded.
I'm using vanilla civ4 upgraded to 1.61 (its the civ4 special edition if
that makes a difference)

I downloaded the 5-star rated earth map 192x120 by carter. I read the
readme and put it where it says (c:\documents and settings\<user>\my
documents\my games\civ 4\mods)
I started the game, but the carterearth(18) map doesn't show up either
in play a scenario nor custom scenario.

What's wrong?

I put this also on the forum a day or two ago, but no ones replied yet.

p.s. small rant: why in heavens name did they put the save files/custom
maps/replays/screenshots etc. in my documents? I don't want it there. I
want as little as possible on the c: drive. My c: drive is only for the
opsystem and critical utils. That's all.
It's like it was in the bad-old dos-days of the 80's/early 90's when
misbehaved programs forced users to install on b: when there was a
perfectly nice large c: drive just wanting and waiting to be used.
Users must have options! Bad dog! Bad dog! Don't you piddle on my
options again! Now go sit in the corner and think about what you've
done.
