City info is an option, go Options / Graphics / check Detailed city info.

Uranium:
Physics reveals uranium (and allows mine there)
Fission enables it - you get the resource.

My opinion is that mines on flat terrain for uranium tiles should not be 
permitted til you get Fission.
cf  - you can't build an oil well til you have combustion.
