I am sure you know that in general, putting a military unit on a square 
within a rival city area prevents the rival from working the square: 
however I wonder whether there is any way of doing that on a sea square? 
I 
have tried with a battle****p, and a ****p containing a military unit, but
it 
doesn't work.
