HM ... yes, that sounds strange. Are you sure, you've parked units in all
the 
squares? I meam, to block out a city's resources completely, we're talking
a 
total of 20 units, placed like this (view in monospaced font):

 TTT
TTTTT
TTCTT
TTTTT
 TTT

I always use nothing but Stealth Bombers or Battle****ps to knock down the 
cities' defences, so I rarely have to speculate about city walls. Coastal 
fortresses can be troublesome, though.
