You're probably better off asking in the BF newsgroup.
The jetpack is only available in the Secret Weapons expansion, so you have
to be playing that mod and on one of the maps that includes the jetpack.
I'm one of the very few people who liked the SW expansion pack, and it's
"objective mode", which resembled Siege in Tribes 2.
