Yep, it is a recipe book. Gives you instructions on how to build
something.
The Tutoring Devices (same bookshops) will boost the named skill (Comp.
Lit.
tutoring device will boost comp lit for a few minutes, QL200 boosts Comp
Lit by 50 points, but you need 1000 Tutoring to use it...).
