The files for SF2 version 1.5b are available for download at
krazyawesome.com (as well as the SF2 Officer's Manual, which is
unfortunately a scanned file 10MB large.)

I exchanged e-mails with the game author, Dr. Trevor Sorensen, in
January 2008. He said he's still interesting in working with some of
his programmer fiends on fini****ng the "Deluxe" version of SF1 and
considering a Deluxe for SF2, but I doubt that would be anytime soon.
Years ago, on the old Star Fleet web site bulletin board, Dr. Sorensen
previously gave me permission to distribute SF2 files, so I feel we
have his blessing in enjoying this classic game.
