The problem I always had with the overlords was that they didn't really 
make sense. Sure Malys was twice or three times as powerful as any other 
dragon ever seen (well, Wyrmfather or any of the initial ten would have 
splatted her), but a dozen or so silvers and golds with dragonlance 
wielding knights on their backs should have creamed her within the first 
few months after she appeared and started taking power. That was the 
primary difference between good and evil dragons - the willingness to 
work together, and it was completely ignored.
